Coincidently, there is a Religion Wiki which I just discovered this week. The amount of content relating to agnosticism is pitiful.
I had added it to my write-about-this-sometime file with the intention of encouraging others to start addressing the lack of material, and even perhaps to create a section on apathetic agnosticism.
Perhaps this is a place for what I would prefer to call an Agnostic Resource or Agnostic Reader rather than an Agnostic Bible. The framework exists to proceed with your suggestion. Now all we need is some volunteers.
