According to the very first Webster’s Dictionary published in 1828 in America (which defined many King James Version words), the sixth definition for the word ‘ON’ is a great way to explain what is meant in the 1611 KJV to “believe ON the Lord…”

6. It denotes resting for support; as, to depend on, to rely on; hence, the ground of any thing; as, he will covenant on certain considerations or conditions; the considerations being the support of the covenant.
